Is PPWR getting closer?
The Packaging and Packaging Waste Regulation (PPWR) is a key European Union regulation addressing packaging and packaging waste. Its goals include reducing waste, improving recyclability, and promoting a circular economy. It is a cornerstone of the EU’s strategy for sustainable development in the packaging industry.
Recent decisions:
On November 26, 2024, the final version of the PPWR was presented during the plenary session of the European Parliament. In accordance with the corrigendum procedure, corrections to the version provisionally adopted in April 2024 were automatically approved, as no objections were raised within 24 hours of the announcement.
➡️ On November 27, 2024, the PPWR received final approval from the European Parliament.
What’s next?
🟢The final version will now be adopted by the Council of the European Union.
🟢After publication in the Official Journal of the European Union, the regulation will come into force 20 days later.
🟢PPWR will become mandatory for all EU member states (including Poland) 18 months after it enters into force.
Key requirements and targets of PPWR:
🟠Recyclability of packaging: From 2030, all packaging on the EU market must be economically recyclable.
🟠Minimum recycled content: Gradual introduction of requirements for recycled material content in plastic packaging.
🟠Packaging waste reduction targets: Reduce packaging waste by 5% by 2030, 10% by 2035, and 15% by 2040.
🟠Ban on hazardous substances: Elimination of PFAS in packaging used for food contact.
🟠Promotion of reusable packaging: Obligation to implement reusable systems in specific sectors.
As an EU regulation, the PPWR does not require implementation into national law – it will be directly applicable.
➡️ If procedures proceed as planned, PPWR is expected to take effect by 2026.
